Jun 24, 2008 - Yes indeed, this one was one of the best Trek cliffhangers..though, the continuing episode is very poor..it seems that after Micheal Piller (+) decided to turn Picard into Locutus he didn't know how to end this arc. You can see in the special features of the third season that Piller was about to quit on STNG, and this episode was a going to be a good gift for the saga and he explains all these.
