If that was true, I don't think anyone would be a Muslim. To understand the above versus, you have understand the context and the whole chapter they were revealed in. It is mainly talking about the disbelievers who are working continuously trying to kill and annihilate all Muslims. Please notice the use of the word "working" not just "wishing".
